In the Appendices, Tolkien is not explicit about which location (Minas Tirith or Osgiliath) the Stewards used as their actual physical ruling seat during the time of Denethor I. While it is likely that they were in Minas Tirith, I'm plumbing the available grey area to allow Denethor I to have ruled from Osgiliath prior to its ruin. For more on him, look at Appendix A, The Stewards, 5th paragraph.
