I am currently reading Anglachel's Legacy and the idea has come to me... we know that the Mayor is elected. We know when he is elected. But how exactly is he elected? Do Hobbits have secret ballots? Do they just fill urns with balls and throw them in the Brandywine ("thus giving rise to a well-known comment on politics..." yes ^_^)? Who votes? What issues surround the Mayor's election?

Any thoughts?

I suspect it looks a lot like politics in seventeenth and eighteenth century England, rotten boroughs and all.
